About Hampton Roads... Hampton Roads is home to over 150,000 military personnel and sixteen military installations. It is also home to nearly a quarter of Virginia's population. The military pours more than eight million dollars into local coffers each year. Another 50,000 workers hold federal civilian jobs. Newport News Shipbuilding and a fleet of other Hampton Roads shipyards build about one-fourth of the nation's new ships. One in three jobs remain military related, but since 1980, employment in the services, construction, retail and wholesale have grown by 50%. Weatherwise, Hampton Roads is very moderate. The average temperature is 59.5 degrees, with a low in winter recorded on January 21, 1985 of -3.0 degrees and a high of 105.0 degrees recorded on August 7, 1918. January and February are usually the coldest months with the greatest threat of snowfall. Snowfalls average 7.6 inches annually. Rainfall averages 45.22 inches annually. Springtime in Hampton Roads usually is a colorful event with plenty of daffodils, tulips, dogwoods, azaleas and cherry blossoms. Fall brings migrating birds on their way south and a panorama of changing colors. Public School General Information Enrolling - If it is your child's first time in a public school, a birth certificate or its equivalent is required at the time of admission. A student transferring into the public schools of Hampton Roads from another Virginia school division must also have a transfer certificate or report card from the last school of attendance. Scholastic records from a previous school are desirable for all transfer students and are helpful in determining immediate grade placement. The child's official transcript will be requested from the previous school by the school at which he or she is enrolling. Immunizations - Virginia law require students to show written proof of immunization against diphtheria, pertussis, tetanus, polio, measles, German measles, and mumps. If any student cannot show this written proof by the time school starts for the school year, that student will be denied entrance into school. All elementary and kindergarten students entering a Virginia school for the first time must also show proof of having received a complete physical examination. Under Virginia law, a child may not attend school until this requirement is met. Please let us know if you need the appropriate forms in advance of your arrival. Age Requirements - State law requires any child who reaches his or her fifth birthday on or before September 30 and who has not passed their 17th birthday to attend public, private or denominational, or parochial school. any child who will be five years old between September 30 and December 31 may be tested. Residency Requirements The State of Virginia is acutely aware of the number of non-residents in the state due to the presence of the military in Tidewater and government officials in the Washington, D.C. area. Military residents applying to public colleges and universities as Virginia residents will find the residence requirements particularly stringent. They are as follows: In Virginia, married couples are considered to have the same domicile. If there is any question about it, the state residence of the head of the household will determine the state of residence for the entire household. If, in the case of a military family, the military sponsor is not a resident of the state of Virginia, then his dependents are considered non-residents as well. If the spouse of a military person wants to establish Virginia residency, the spouse must have worked in Virginia for the last twelve months at a full-time job and have made at least $9,500 gross income, show evidence of having filed and paid Virginia Income Tax, and have established voluntary ties such as Virginia voter registration, car registration and driver's license. Also, a student under 19 is considered to be a resident in his or her parent's state of residence. For a military family here, this means that the student will not be considered a state resident if this military sponsor, most likely the father, is not paying Virginia State Income Tax. A military dependent under the age of nineteen can claim Virginia state residency if his mother meets the requirements and claims the student on her state and federal income tax. Military Medical TRICARE TRICARE is a Tri-Service (Army, Air Force, Navy) coordinated health care program serving military beneficiaries in Hampton Roads, Virginia. The TRICARE program coordinates medical benefits provided by the military hospitals and CHAMPUS. All current CHAMPUS guidelines apply, except cost sharing, which is less when using TRICARE providers. Military beneficiaries eligible for MEDICARE are also included in TRICARE and may use the TRICARE Service Centers and TRICARE Network Providers. Current MEDICARE regulations and cost shares apply for MEDICARE beneficiaries. TRICARE Service Centers were created to assist military families with most of their health care needs. The TRICARE Service Centers are located at, or near, the three major military hospitals in Hampton Roads. These facilities are equipped to help you find medical appointments in military hospitals and clinics, locate a civilian health care provider who participates in TRICARE, and provide information regarding CHAMPUS benefits, and CHAMPUS claims assistance. All appointments for medical attention must be made through the TRI-CARE Mid-Atlantic Region at (800) 931-9501.
IMPORTANT Military Golf Courses Golf is almost a year round sport on the Peninsula, and there are many public courses all around the area.
Military Lodges Langley Air Force Base - Langley Inn, Building 75, Langley AFB, VA 23665 (757) 764-4667. 100 TLF units plus VOQ and VAQ facilities. Reservations with copy of PCS orders will be made on a first-come, first-serve basis (24 hours in advance). Fort Eustis - Transportation Inn ATZF-EHH, Building 2110, Fort Eustis, VA 23604-5336 (757) 878-5807. In addition of VOQs and VEQs there are 36 transient suites, and cottages available for incoming and departing PCS personnel. Advance registrations available. No pets. Virginia Licensing Laws Motor Vehicle Registration - Virginia requires everyone who owns a vehicle and lives in the state to register their vehicle in Virginia, unless the owner of the vehicle is a military member who is not a legal resident of Virginia. If a vehicle is jointly owned, then both owners must be military members and non-Virginia residents a thirty day grace period from the date of arrival to register cars. However, if a non-resident, non-military member is employed for more than sixty days, he is considered a resident as far as registration is concerned and must register his vehicle in Virginia. Vehicle Safety Inspections - Your vehicle must be inspected once a year at an official inspection station, usually a garage or service station. If your vehicle is lawfully registered in another state, it is not subject to Virginia inspection laws. It is however, subject to state laws where it is registered and when you drive there, it must have the required safety inspection. Virginia does not enforce safety inspection laws of other states. Tax Consideration on Vehicle - In order to avoid paying state property taxes on vehicles, some families record title to a vehicle in the military member's name only. If the member is not a legal resident of Virginia, the vehicle is exempt from Virginia property taxes. Drivers' Licenses - Active duty military members, spouses, and dependent children 16 or older who have valid drivers' licenses from any other state, are not required to be licensed by Virginia, unless they are legal residents of Virginia or working in Virginia. City/County Stickers or Decals - Each Hampton Roads city or county requires a decal for automobiles owned by individuals domiciled within the city/county. Military non-residents of Virginia may have the charge waived if the automobile is registered in the name of the military person only. In order to obtain the waiver and the decal, the auto must be registered in the active duty person's name alone and the active duty person must submit a current Leave and Earnings Statement (LES), a copy of the prior year's income tax return or a letter from his/her command.
